The 50Hertz transmission system is the basis for a reliable, secure and efficient electricity supply. The secure supply is at the centre of our activities. Should grid stability be endangered or disrupted, we immediately take grid- or market-related measures in the scope of congestion management.
The preventive or curative measures include redispatch and counter trading to adjust power feed-in (§13 paragraph 1 EnWG). The volumes indicated for the measures under §13 paragraph 1 EnWG are defined as the sum of all capacity increases as well as the sum of all capacity reductions in the time interval.
If the measures mentioned above cannot prevent a risk or solve a failure or not in time, the system operator is entitled and obliged to adjust all feed-in, transit and consumption of electricity to meet the requirements for secure and reliable operation or to request such an adjustment (§ 13 paragraph 2 EnWG, until 30th of September 2021 in conjunction with §14 EEG). The measures described as per §13 paragraph 2 EnWG, until 30th of September 2021 in conjunction with §14 EEG, exclusively concern capacity reductions.
On 1st of October 2021, the legislator introduced a standardised redispatch regime, the so-called Redispatch 2.0. In addition to conventional power plants, operators of renewable energy generation plants are also affected by the new regulation.
The Act to Accelerate the Expansion of Energy Lines (Gesetz zur Beschleunigung des Energieleitungsausbaus) of 13 May 2019 (BGBl. I p. 706) combined the former redispatch and feed-in management into redispatch 2.0. Accordingly, since 1st of October 2021, all conventional and renewable energy installations are obliged to participate in the process if they have more than 100 kW of installed capacity. In addition to the direct instruction to plant operators, there are also so-called cluster calls, in which a large number of medium-sized plants as well as small and micro plants are aggregated into a virtual call object.
The following overview lists all days on which inadmissible operating states occurred in the control area of 50Hertz Transmission or other network operators and Redispatch 2.0 was carried out. If these measures had not been carried out, the security of the electricity supply system in the 50Hertz control area or a partner control area would have been endangered, so that the maintenance of frequency, voltage or stability could no longer have been guaranteed to the required extent.
In addition to the time periods and power values instructed by 50Hertz Transmission, the reasons for the measures are also given in the individual reports. Larger power plant units are shown individually. All other plants and units are included in the cluster aggregates.
